Jackson Fox never had many options. His mother was a prostitute who dropped him on the doorstep of a local orphanage and skipped town in search of a better life. When he reached 15, Jackson left the orphanage, confident in a new ability he discovered that allowed him to incapacitate people with his mind.

After years of petty larceny, Jackson planned a raid on a warehouse belonging to Wyvern, but the warehouse was being inspected by the agency's secret benefactor, Manticore. Seeing something of himself in the boy, Manticore took Jackson under his wing. After 5 years of archery and psionic training from Manticore and Sister Psyche, Jackson found he could guide each arrow he fired with his mind! Taking the name Psi-Hunter, he quickly rose through Wyvern's ranks, eventually becoming their top agent. As Psi-Hunter, Jackson is now one of the most sought-after mercenaries in all of Paragon City.
